When the individual reaches a place limit or the table limit, he cannot double the size of his bet to try to recoup his losses, so the whole method is defeated.
People have tried for hundreds of years to develop a winning strategy in roulette and they are still trying. In a pure game of chance, like roulette, no such strategy is possible.
